District of Muskoka advances updated water strategy

The District of Muskoka is moving ahead with an updated water strategy that could bring stronger environmental protections and new development considerations for waterfront property owners.
In January 2026, the community and planning services committee endorsed the revised Muskoka Water Strategy, marking the first major update since the document was adopted in 2003. The strategy has long guided the District’s water quality and watershed initiatives.
Staff said the update reflects emerging science, changing policies, and council’s strategic priorities, while aligning with work underway through the Muskoka Official Plan review.
Key elements include enhanced policies focused on environmental resiliency and lake system health, aimed at strengthening protection for Muskoka’s lakes and shorelines. The strategy also supports a shift toward integrated watershed management, using data from 12 technical studies to better address flooding and water quality challenges across the region.
Officials noted the policy direction could eventually prompt updates to local zoning bylaws and influence how shoreline development and redevelopment are managed to reduce erosion and protect water resources.
Public input will be part of the process, with a statutory meeting and open house on the Official Plan review expected in spring 2026.
